Kathy Bell is cofounder and executive director of the Special Needs Adult Program Services Organization, commonly referred to as SNAPSO.  She has been advocating for the rights of individuals who have a developmental disability for 39 years.

Kathy worked in the fields of public administration and special education. Retired, she spends her time volunteering with SNAPSO and assisting families to navigate the system of developmental services.   She is also actively involved in helping family groups establish day supports for adults with a developmental disability.
